| Medicaid rebasing is finally here! |

| Very Important Dates: | ||
| September, 2006: JATF will issue to every facility a rebasing
calculation and impact estimate September, 2006: JATF and DOH will travel the state in a series of seminars designed to explain the new methodology and answer questions. October 1, 2006: JATF rate calculations will be sent to DOH for inclusion in the 2007 Medicaid rates November, 2006: DOH will issue 2007 rates including an add-on for the rebasing impact. December, 2006: Hotline appeals and 2002 cost report revisions will be due. |

| What should you do? | ||
| • Fully review the JATF rebasing calculation and impact
estimate as it will be used to reimburse your facility for 2007 and 2008.
If possible report any problems to your association ASAP – there
will be little time to make corrections before submission to DOH. • Attend the JATF/DOH seminars and ask questions. Every facility should be represented. • Review the 2002 RHCF-4 or your post-2002 base period RHCF-4 with the new methodology in mind. Items which had little significance in the prior methodology may become much more important under the new calculation. • Appeal all cost report revisions and rebasing calculation errors during the November hotline period. Be sure to contact your independent accountant to discuss any issues relative to recertification of the 2002 cost report. • Avoid delays in responding to requests for information from the JATF, DOH and/or your reimbursement consultants. The tight timeline means late responders will have lengthy waits for corrected rates. • Look out for Rotenberg Healthcare Consulting, LLC updates on a variety of rebasing issues such as the methodology basics, PRI considerations, cost report review, pharmacy changes, Part B offset and the appeal process. |
